If you are waiting for a workshop or talk to commence, as the facilitator, you could always start an informal Q and A session with the audience to see if they have any questions. It is a great way to fill an awkward gap in the program while attendees arrive. It is also allows for everyone to start focussing on the topic to be discussed.
